Chris Davidson
Founder & Lead Strategist
Chris Davidson is a strategist, public policy advisor, entrepreneur, and community leader with more than two decades of experience working in business, government, and economic development.
As Founder and Lead Strategist of Orca Strategies, he helps businesses, nonprofits, and community organizations navigate complex challenges, build effective partnerships, influence public policy, and turn ambitious ideas into actionable strategies.
Chris currently serves as Government Relations Consultant and Lobbyist for the Virginia Peninsula Chamber, representing the interests of the Peninsula business community before the Virginia General Assembly and engaging with state and local leaders on issues ranging from workforce development and economic competitiveness to infrastructure, technology, and regulatory policy.
Through Orca, he also advises clients on legislative strategy, stakeholder engagement, economic development, organizational leadership, and complex initiatives requiring collaboration among businesses, government agencies, elected officials, and community partners.
An entrepreneur throughout much of his career, Chris founded Orca Strategies in 2012 and later co-founded AI technology company LOGENTIQ Systems, where he now serves in an advisory role. His experience spans finance, technology, commercial real estate, economic development, public policy, and management consulting, giving him an unusually broad perspective on the challenges facing organizations and communities.
Chris is also an experienced facilitator, trainer, and public speaker. He regularly works with boards, executives, emerging leaders, and organizations on strategic planning, governance, leadership, community engagement, and the practical application of emerging technologies. His approach emphasizes translating complex issues into understandable choices, bringing the right people to the table, and building consensus around strategies that can actually be implemented.
Leadership and community service have been constants throughout Chris's career. He has served on numerous public, nonprofit, and private-sector boards and has served as president or chair of eight organizations. His civic and professional involvement has included leadership roles with regional business and community organizations, service on the Board of Advisors for James Madison University's Gilliam Center for Entrepreneurship, and appointments to public bodies in Hampton Roads. In 2014, Inside Business recognized him as one of Hampton Roads' "Top Forty Under 40."
Chris earned his Bachelor of Business Administration in Marketing from James Madison University in 2001. He lives in York County, Virginia, with his wife and business partner, Melissa, and their family.
